Dehsabz – Barikab City Development Authority

The Dehsabz – Barikab City Development Authority (DCDA) was established in early 2007 as an executive unit of the Independent Board of Kabul New City Development under the presidential decree. The Board brings together key stakeholders, including relevant government agencies, as well as representation from private sector and urban specialists and economists, with cooperation from the Government of Japan and French Private sector, the board prepared a master plan for the city in the context of Greater Kabul. The master plan and its implementation strategy for 2025 were endorsed by the Afghan Cabinet in early 2009. Soon, as a top priority, the initiative turned into one of the biggest commercially viable national development project of the country, expected to be led by the private sector.

The Dehsabz – Barikab City Development Authority through the New City is envisaged to:

  • Realize the creation of a visibly successful and profitable model of Afghan development led by private sector,
  • Generate a large number of lucrative employment opportunities,
  • Establish Kabul as the largest secure and safe market in the country,
  • Generate income and revenue for the Afghan people and Government,
  • Develop the national capital as a symbol of national integration,
  • Provide quality housing, as well as permanent shelters and livelihoods for returning refugees, internally displaced persons (IDPs) and the impoverished urban population, 
  • Develop skills, know-how and technology transfer, and
  • Assure rehabilitation, development and environmental protection of the existing Kabul City


  • Prepare the master plan and associated technical & commercial feasibility studies and a detailed business plan
  • Arrangement of favorable financing for land acquisition and key infrastructure (water, energy and transportation)
  • Phased implementation of infrastructure
  • Phased development of the New Kabul City by private sector
  • Parallel rehabilitation of existing Kabul City
